Government should enact legislation with enforcement mechanism to mandate education for all children, including children with disabilities, to meet the goals of the “Dakar Framework for Action” and the millennium development goal of primary education for all children by 2015. Children with disabilities need to be explicitly included in all national plans for education, including national plans on education for all of the “Dakar Framework for Action”.
